Trish Carlin, founder of Carlin Consulting Group, consults to government contractors in the specialized area of government contract and grant accounting. She provides expert advice and counsel on issues related to pricing, costing and administration of government contracts and grants. Ms. Carlin commands an extensive knowledge of accounting principles as promulgated by the Financial Accounting Standards Board (FASB) and the specialized rules applicable to government procurement and accounting as contained in the Cost Accounting Standards (CAS) and Federal Acquisition Regulations (FAR).

Prior to founding Carlin Consulting Group, Ms. Carlin worked for 12 years as a senior consultant and manager at a certified public accounting firm specializing in government contract accounting. It was there that she received her CPA license.

Ms. Carlin also worked as a cost accounting, pricing and estimating manager for Hughes Aircraft Company's Industrial Products Division, where she managed financial responsibilities for the division including Defense Contract Audit Agency (DCAA) audit, pricing and cost control issues.

Throughout her career, Ms. Carlin has frequently been called upon as a principal lecturer for various organizations and colleges. She has developed and taught tailored seminars for contractor personnel in response to the specific needs of the company.

Currently, Ms. Carlin is serving as President for the Association of Government Accountants (AGA). She has been an officer and served on the boards of directors of the National Contract Management Association (NCMA) and United States Power Squadrons (USPS).

Ms. Carlin is a Certified Public Accountant in the State of California, and is a member of the American Institute of Certified Public Accountants, California Society of Certified Public Accountants, Association of Government Accountants, and National Contract Management Association. She holds a bachelor's of science in Business Administration from California State University, San Marcos.

Ms. Laura Presberry is a Senior Consultant with Carlin Consulting Group in San Diego, California. In this role she provides subject matter expert support related to Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), and Cost Accounting Standards (CAS) requirements and proposal development guidance and support. Prior to joining Carlin Consulting, Ms. Presberry was a supervisory auditor for the Defense Contract Audit Agency (DCAA) where she supervised and performed all types of audits including forward pricing rate audits, incurred cost audits, financial capability audits, CAS and FAR compliance audits, financial and management systems audits, contract closing audits and internal controls audits.

Ms. Presberry also served as DCAA's Financial Liaison Advisor to a major Navy command for seven years, providing advice to Navy contracting personnel on complex accounting issues using her extensive knowledge of Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFARs), Cost Accounting Standards (CAS), and Generally Accepted Government Auditing Standards (GAGAS). She also served as the Price Evaluation Board Chairperson for numerous Source Selection Evaluation Boards.

After leaving DCAA Ms. Presberry worked as a Navy Contracting Officer and Cost/Price Analyst. Ms. Presberry served as Source Selection Board Chairperson for very large procurements, administered large cost type and fixed-priced contracts, prepared and presented training to contracts personnel on cost and pricing topics, and issued guidance memoranda. She also negotiated contract awards, claims, and terminations.

Ms. Presberry is a Certified Public Accountant in the State of California, and a Certified Government Financial Manager. She currently serves as Vice President of the San Diego Chapter of the Association of Government Accountants (AGA). She is a member of the American Institute of Certified Public Accountants, Association of Government Accountants, and National Contract Management Association. Ms. Presberry holds a Bachelor of Business Administration in Financial Accounting, and a Masters of Business Administration from National University.
